It can be used with blogger, especially blogger is belong to Google.
You got to submit your blog, and verify your blog by adding a meta tag.
Then submit your sitemap. Blogger sitemap should be something like this http://example.blogspot.com/atom.xml (change the example to your blog url)

You should to verify by adding a Meta Tag into your html code.
Just copy the Meta Tag which look something like this

<meta name=”verify-v1″ content=”v+VcnIGCNU9rR+QYR+NdTSYpTPHbkl1DG6I/Y8KG5Gs=” />

and paste it in the first section of the page, before the first section.
